Career Changes Frustration

As you know I'm married to a future teacher, and i'm the parent of a future student.
I've had to pick my daughters future for her, because the educational system where I live if faulty. I live in one county and work in another. In our state, there are tons of counties and these counties run the public schools. Here is my frustration ---
These uber idiots in Metro have a different reading program and measurements then the County district I live in. We have neighborhood schools that serve exactly where you live and no where else. This poses a delimma. I am a teaching student in a Metro college, so I have to do my course work in metro class rooms, I cannot do them in the county where I live. Because, get this, the curriculm delivery is different and the reading programs are vastly differnt.
Metro system has mangnent programs, foreign language and other specialities like technology.
We have in our county, schools, schools wiht low test scores and old neglected neighborhoods.
The feeder school for our physical house location is one of the Top 5 FAILING schools in the state. This makes me thrilled, I have a choice of 4 other failing schools because we are the #1 failing school and the state is taking actions to get that school out of danger of being closed.
We had a productive course tonight that's why I'm fired up. So, we currently have princess in private christian school, even though were not christians. The educational delivery is awsome and the teacher is a meanie. She doesn't tolerate anything and I beleive by giving her my child I give her permission to run the class as she see's fit, This is her job and I'm the customer.
I have this same mentality with the Metro school system. Ok, you have a child who cannot read, what do you do? I am passionate about reading. Do you do what the system is doing by pressuring you to pass the child on and let the system worry about it. Or do you address the issue head on and begin to focus at the tasks necessary to reach the goal of having a child who can read.
My child can read, she get's better at it every day. I feel her early child hood years were spent productively and the academics don't get any better for younger children. Now, here's where I get stuck. Private school is expensive, this is one expense I didn't see in my '5' year plan.
The plan was for DH to get a good public school job and take princess to work with him.
Simple enough, yet it most likely will not happen. I am realizing the benefits that I am able to provide for princess through having her in private school. They keep tight reins on the kids and I honestly have no worries when she's there each day. Well, of course I worry on pinto bean days because the kids hate the pinto beans and they mostly get thrown out.
So, here's the question posed tonight, do children who live in poor neighborhoods and get free lunches deserve to have their schools receive extra funds due ot this? My income from having 3 people on my taxes fell below poverty line last year, my daughter qualified for a free lunch, however, at the day care it increases the amount of subsidies they got to off set the food costs.
I was proud to be able to get help. They are no longer doing this anymore. Her school cooks fresh hot lunches everyday served wiht my favorite, white milk.
The whole educatino system screams out more and more of the haves and the have nots. From a positive angle this corporate experieince is providing me with good human relations and servicing skills that I can bring into the class room and the communications that I have with the parents. This class has me spinning accross the boards because I have strong opinions and like ot hear feedback. The class is finally taking it's lead.
I am in the process of finding a school who will take me for my clinical hours. I'll go into that at another time. My eye's are hanging heavy, but this is hot and heavy on my mind....
So, today, I'm struggling corporate worker by day, teaching student by night, and MBA/Masters Student by weekend.
